This study aims to analyze the influence of organizational culture and communication on employe performance, mediated by transformational leadership at the Environmental Agency of Tanah Bumbu Regency. The research employed a quantitative approach with an associative design. The population consisted of 100 employes, with 50 respondents selected using the Slovin formula and a random sampling technique. Data were collected thru questionnaires, documentation, and observation, then analyzed using SEM-PLS. The results indicate that organizational culture directly influences employe performance, communication directly affects employe performance, and organizational culture influences transformational leadership. However, transformational leadership did not mediate the influence of organizational culture and communication on employe performance. These findings suggest that strengthening organizational culture and effective communication are crucial in improving employe performance, although the mediating role of transformational leadership remains limited
